Power System Communications Director

Position Description
The primary functions of this position will be responsible for directing the Communications Department resources in the major functions of design, installation, testing, and maintenance of the fiber optic SONET based communication system including: (1) licensed 900MHz multiple address system (MAS) for substation communications, (2) licensed VHF mobile radio system, and (3) Automated Metering Infrastructure (AMI) TGB base station communication backhaul.

In addition, this position will direct the communication requirements to support the design, installation, testing, and maintenance of the following areas (1) Supervisory Control and Data Acquisition (SCADA) system, (2) 230kV and 69kV protective relaying communications, and (3) 13kV distribution automation schemes.

Lastly, this position will provide the necessary 24-hour technical support for all power system communications to maintain system reliability and NERC Compliance. Implements the architecture for and operates IP-Based communication systems and IAN/WAN networks.

Position Requirements
We are seeking Bachelor of Science degreed electrical engineers with a minimum of ten years’ progressive work experience in power systems communication as a consultant or working in an electric utility with knowledge of relative communications applications. Professional Engineer Certification is required. CISCO or CCNA Certification is desirable.

Position Benefits

Assistant Building Services Engineer

Southern Maryland Electric Cooperative has an immediate opening for an Assistant Building Services Engineer.  Demonstrates the ability to manage maintenance and service contractors for facilities system repairs and service. Also serves as a backup in the absence of the Facilities Engineer. Manages defined Capital projects under the supervision of the Facilities Engineer as it relates to the Cooperative physical assets, including but not limited to HVAC, plumbing, electrical, mechanical as well as office equipment and furniture, facilities maintenance equipment, etc.

This position requires an individual who:

  • Demonstrates the ability to manage projects pertaining to building systems, including mechanical, electrical and plumbing systems. Manages activities of facilities maintenance contractors. Coordinates with maintenance contractors to ensure compliance with NFPA, OSHA and other Federal, State, and local rules and regulations.
  • Demonstrates the ability to proactively manage and coordinate inspections of buildings and grounds assuring  the assessments of all facility equipment including elevators, fire alarms, generators, UPS, access control systems, and other critical business support systems are operating and performing efficiently and as designed.  
  • Communicate effectively with the business to ensure their facilities are maintained appropriately and preforming as designed. Evaluate, and when necessary, assist in redesigning office layouts to ensure all safety and security issues are addressed.   

Candidates are required to have a two-year college degree with experience/technical certification in mechanical, electrical and plumbing trades.    Building Automation Systems management experience preferred.

Candidates are required to have a minimum of six years progressive experience in facilities services, Building Automation Systems management, project management, supervising and budgets.  Knowledge of safety, security and environmental regulations and building codes are also required.

Facilities Management & Operations Director

Southern Maryland Electric Cooperative has an immediate opening for a Facilities Management & Operations Director.  This position directs the overall operations, activities, and resources for SMECO facilities and is responsible for directing employee performance, the establishment and management of the facilities budget, and the development and training for facilities management staff.  This position directs all projects related to new construction along with renovation and maintenance efforts associated with existing facilities.  Ensures engineering and construction standards comply with NFPA, OSHA, regulatory requirements, and all federal, state, and local codes and regulations. Directs the facilities management team during all major emergencies or outages and manages any facilities risk to the business and employees.

We are seeking an individual who:

  • Demonstrates senior leadership in directing the operation and maintenance of facilities and services programs in support of program and policy objectives. This includes the ability to provide leadership oversight, strategic planning and direction, program guidance, and policy direction to ensure consistency, quality, and cost effectiveness in the areas of facility management.
  • Demonstrates ability to develop requests for proposals including scopes of work, perform bid evaluations, and establish contracts for facilities services. Promotes diversity within facilities management department through support of the cooperative’s supplier diversity program.
  • Directs the development of policies, practices, guidelines, performance measures, and standards to be implemented throughout the facilities management program.
  • Demonstrates experience in leading and managing complex facilities management services, including effectively communicating and working with stakeholders to establish and maintain effective working relationships and deliver customer focused solutions.
  • Communicates effectively with senior management and the Board of Directors as it relates to reporting on facilities condition assessments, recommendations for facilities improvements, and project progress reports.

Candidates are required to have a Business Management or Engineering degree in Facilities Management. Technical certification in construction management, a trade certification, or a Facilities Management Certification is preferred.  Must be familiar with building codes and other federal, state, and local regulations.

  • Directs the scope, engineering analysis, methodology, construction coordination, documentation, timeframe, and associated activities for completing Cooperative electric system studies, associated software model development, and electric system interconnections.
  • Directs system planning and engineering activities to ensure corporate compliance with North American Electric Reliability Corporation (NERC), PJM, and Maryland State Public Service Commission (PSC) reliability regulations, Pepco-SMECO Transmission Owner Interconnection Agreement statutes, and the Cooperative internal compliance program (ICP).
  • Ensures the cooperative’s electric system is configured, engineered, constructed, and operated in a manner that ensures normal and contingency facility capacity margins, operational flexibility, system reliability, and safety meets customer-member, PSC, and NERC reliability expectations.
  • Performs conceptual engineering, issues circuit protective sectionalizing directives, prepares project scope documentation, and serves as a subject matter expert (SME) liaison for engineering, right-of-way, and construction project coordination activities that enhance the Cooperative electric system. 
  • Develops and directs Cooperative Electric System Studies and report documents such as but not limited to: construction work plans (CWP), Plant Improvement Plans (PIP), system losses, power flow, short circuit protective coordination, sectionalizing, outage contingency, and motor start / flicker studies.

We are searching for electrical engineers to support our Distribution Technical Engineering and Design needs:

Electric Service Design

Design electric service for residential, commercial, and industrial projects which includes transformer sizing and loading requirements, phasing, primary and secondary cable selection, fuse/coordination device selection, and design documentation. Directing, coordinating, and monitoring engineering projects/programs, and/or permits/contracts as required. 

We are searching for electrical engineers to support our Transmission Engineering, Construction, and Operation’s needs: 

Substation and Transmission Projects
Engineering and design of new and existing substations and transmission including drawing development, specifications preparation, and electrical calculations. Preparing material and construction contracts including drawings, material lists, and specifications, and managing the procurement process. Coordination of various consultants, contractors, and internal SMECO departments during the execution of the planning, engineering, procurement, construction and operations of the defined project. 

System Protection and Control
Provides technical resource in the major functions of design, installation, testing and maintenance of SCADA system, 230kV transmission, 69kV sub-transmission, and substation protective relaying schemes. Prepares specifications for microprocessor based protective devices and controls for utilization in the electric system (LTC, protective relay, var controllers, etc.). 

Relay Test and Commissioning
Develops procedures and assists with the testing and commissioning of protective relay systems and SCADA equipment for transmission, substation and distribution equipment. Test and Commissions local and communication-assisted differential, impedance, directional/non- directional overcurrent, sync-check, and voltage/frequency based protective relaying schemes for 230, 69, and 13 kV systems. Also prepares and checks settings for protective relaying devices and schemes. 

Salary Range - $63,800 - $109,400

Required Skills:

An engineering position candidate will have a Bachelor of Science degree in electrical engineering from an accredited program and be or able to become a registered Professional Engineer with experience in the Electric Utility industry. 

 

Required Experience:

Specific experience in the electric utility industry is ideal but SMECO is prepared to recruit from other areas of the electrical engineering industry.
