Scott White

Scott White joined SMECO’s Board of Directors in 2010 representing St. Mary’s County. He was elected Chairman of the Board in September 2018 and served until September 2023.

White moved to St. Mary’s County in 1992 when he was selected to attend the Navy Test Pilot School. He retired from the U.S. Navy with 20 years of active duty service, including participating in combat operations in Kuwait and Iraq during Operation Desert Storm, and served as a systems engineer at the Naval Air Systems Command. He is currently employed by Holmes-Tucker International, Inc. where he is the president and CEO.

Throughout his career as a naval flight officer, aerospace engineer, acquisition professional, and defense contractor, White has had experience with managing multi-million-dollar projects, planning and executing military operations, and implementing technology-based management information systems to transform raw data into actionable information.

As a participant in community organizations, White has coached youth baseball, basketball, and soccer. He now serves as director and treasurer of the Patuxent River Chapter of the Navy League. He is a past chairman of the Recruitment Committee on the Board of Directors at Leadership Maryland. He has also served as a director and chairman of the Nominating Committee of the Maryland Center for Veterans Education in Baltimore.

White holds a Bachelor of Science degree in civil engineering from Virginia Military Institute and a Master of Science degree in systems management from the Naval Postgraduate School.

White received the Credentialed Cooperative Director designation in 2011 and the Board Leadership Certificate in 2018 from the National Rural Electric Cooperative Association. He is currently the Chairman of SMECO's Committee on Strategy and Innovation, and previously served on the Personnel and Benefits Committee and the Board Risk Oversight Committee. As the Board Chairman, White also serves as an ex officio member of the Board Risk Oversight Committee; Capital Projects Committee; Personnel and Benefits Committee; Policy, Audit and Budget Committee; and the Public Relations Committee.
